Eating or drinking blood is forbidden by the Law of Moses,

And wherever you live, you must not eat the blood of any bird or animal. (Leviticus 7:26 [NIV])

“‘I will set my face against any Israelite or any foreigner residing among them who eats blood, and I will cut them off from the people. (Leviticus 17:10 [NIV])

But you must not eat the blood; pour it out on the ground like water. (Deuteronomy 12:16 [NIV])

But you must not eat the blood; pour it out on the ground like water. (Deuteronomy 15:23 [NIV])

Which includes eating any meat that still has blood in it,

“‘Do not eat any meat with the blood still in it. “‘Do not practice divination or seek omens. (Leviticus 19:26 [NIV])

Then someone said to Saul, “Look, the men are sinning against Yehovah by eating meat that has blood in it.” “You have transgressed,” he said. “Roll a large stone over here at once.” (1 Samuel 14:33 [MODIFIED-NIV])

Then he said, “Go out among the men and tell them, ‘Each of you bring me your cattle and sheep, and slaughter them here and eat them. Do not sin against Yehovah by eating meat with blood still in it.‘” So everyone brought his ox that night and slaughtered it there. (1 Samuel 14:34 [MODIFIED-NIV])

For the command to abstain from blood was given even before the Law was given to Moses, when all animals were given as food to Noah, whether clean or unclean,

Everything that lives and moves about will be food for you. Just as I gave you the green plants, I now give you everything. (Genesis 9:3 [NIV])

But flesh with the soul thereof, which is its blood, ye shall not eat. (Genesis 9:4 [MODIFIED-JB2000])

Because the blood is what has the soul of any flesh,

Only beware of this, that thou eat not the blood, for the blood is for the soul: and therefore thou must not eat the soul with the flesh:  (Deuteronomy 12:23 [DRB])

For the soul of all flesh, its life, is in its blood; therefore, I have said unto the sons of Israel, Ye shall not eat the blood of any flesh, for the soul (or the life) of all flesh is its blood; whoever eats it shall be cut off. (Leviticus 17:14 [JB2000])

Which is why when Yeshuah Messiah poured out his blood,

In the same way, after the supper he took the cup, saying, “This cup is the new covenant in my blood, which is poured out for you. (Luke 22:20 [MODIFIED-NIV])

He poured out his soul,

Therefore I will divide him a portion with the many, and he shall divide the spoil with the strong, because he poured out his soul to death and was numbered with the transgressors; yet he bore the sin of many, and makes intercession for the transgressors. (Isaiah 53:12 [ESV])

For the blood, which has the soul, is what makes atonement for the soul of another man,

for the soul of the flesh is in the blood; and I have given it to you upon the altar to make atonement for your souls, for it is the blood that maketh atonement for the soul. (Leviticus 17:11 [DBT])

Which is why the blood of Yeshuah Messiah, who was the only man that committed no sin,

He committed no sin, and no deceit was found in his mouth.” (1 Peter 2:22 [NIV])

but with the precious blood of the Messiah, a lamb without blemish or defect. (1 Peter 1:19 [MODIFIED-NIV])

Atones for the sins committed by any soul,

He himself is the sacrifice that atones for our sins–and not only our sins but the sins of all the world. (1 John 2:2 [NLT])

So He had to be made like His brothers in every way, that He might become a merciful and faithful high priest in service to God, in order to make atonement for the sins of the people. (Hebrews 2:17 [BSB])

And because of this is why the apostles not only forbade the consumption of blood in accordance to the Law of God, but also forbade eating any meat that was strangled, because anything strangled would still have its blood in it,

Instead we should write to them, telling them to abstain from food polluted by idols, from sexual immorality, from the meat of strangled animals and from blood. (Acts 15:20 [NIV])

You are to abstain from food sacrificed to idols, from blood, from the meat of strangled animals and from sexual immorality. You will do well to avoid these things. Farewell. (Acts 15:29 [NIV])

Because an animal that is strangled does not properly expel its blood from the body, as opposed to an animal that is properly decapitated or its throat cut open, where with the remaining beats of the heart after the cut is made, the blood is expelled from the body by the heart through the the arteries that become exposed to the air, like a hose that is cut that then gushes forth water, where because of the large volume of blood the heart pumps per minute, the body empties itself of its blood quickly, and because of these commands against consuming blood is why a man is also forbidden from having sexual relations with a woman while she is menstruating,

You shall not approach a woman to uncover her nakedness while she is in her menstrual uncleanness. (Leviticus 18:19 [ESV])

When a woman has a discharge, and the discharge in her body is blood, she shall be in her menstrual impurity for seven days, and whoever touches her shall be unclean until the evening. (Leviticus 15:19 [ESV])

Because her menstruation is related to blood,

If a man lies with a woman during her menstrual period and uncovers her nakedness, he has made naked her fountain, and she has uncovered the fountain of her blood. Both of them shall be cut off from among their people. (Leviticus 20:18 [ESV])

As such, before consuming the meat of any animal, it must be drained of all blood. And any exchange of blood between two persons, as is common with blood transfusions, is also forbidden.
