Because the salvation of God is granted by the choice of God,

For he chose us in him before the creation of the world to be holy and blameless in his sight. In love (Ephesians 1:4 [NIV])

And not by the choice of men,

For he says to Moses, “I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.” So then it depends not on human will or exertion, but on God, who has mercy. (Romans 9:15-16 [ESV])

You did not choose me, but I chose you and appointed you that you should go and bear fruit and that your fruit should abide, so that whatever you ask the Father in my name, he may give it to you. (John 15:16 [ESV])

Hence why, as an example, John the Baptist was granted the holy spirit while he was still in the womb,

for he will be great before the Lord. And he must not drink wine or strong drink, and he will be filled with the Holy Spirit, even from his mother’s womb. (Luke 1:15 [ESV])

Before he could’ve known how to choose good or evil, in relation to this scripture that spoke of another,

He will eat cheese and honey until he knows how to reject evil and choose good. Indeed, before the boy knows how to reject evil and choose good, the land of the two kings who terrify you will be deserted. (Isaiah 7:15-16 [GODSWORD])

And also the promise of the holy spirit was given to children in the times of the apostles,

Peter replied, “Repent and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins. And you will receive the gift of the Holy Spirit. The promise is for you and your children and for all who are far off–for all whom the Lord our God will call.” (Acts 2:38-39 [NIV])

And even the kingdom of God is said to belong to children,

Then people brought little children to Jesus for him to place his hands on them and pray for them. But the disciples rebuked them. Jesus said, “Let the little children come to me, and do not hinder them, for the kingdom of heaven belongs to such as these.
 (Matthew 19:13-14 [NIV])

And even in relation when the sea was parted by Moses, as a type of baptism of water that all the Israelites passed through,

For I do not want you to be unaware, brothers, that our fathers were all under the cloud, and all passed through the sea,
and all were baptized into Moses in the cloud and in the sea, (1 Corinthians 10:1-2 [ESV])

Then Moses stretched out his hand over the sea, and the LORD drove the sea back by a strong east wind all night and made the sea dry land, and the waters were divided. And the people of Israel went into the midst of the sea on dry ground, the waters being a wall to them on their right hand and on their left.
 (Exodus 14:21-22 [ESV])

Which included children,

Now the sons of Israel journeyed from Rameses to Succoth, about six hundred thousand men on foot, aside from children.
(Exodus 12:37 [NASB])

And that the baptism of water was not to be withheld even from the Gentiles who received the holy spirit, who were once previously alienated from Israel and strangers to the covenants of promise,

Therefore remember that at one time you Gentiles in the flesh, called “the uncircumcision” by what is called the circumcision, which is made in the flesh by hands— remember that you were at that time separated from Christ, alienated from the commonwealth of Israel and strangers to the covenants of promise, having no hope and without God in the world. (Ephesians 2:11-12 [ESV])

Can anyone withhold water for baptizing these people, who have received the Holy Spirit just as we have?” And he commanded them to be baptized in the name of Jesus Christ. Then they asked him to remain for some days. (Acts 10:47-48 [ESV])

Therefore, water baptism must also not be withheld from babies and children either, for salvation extends not only to one man, but also the children in his house,

And they said, “Believe in the Lord Jesus, and you will be saved, you and your household.” (Acts 16:31 [ESV])

For the unbelieving husband is made holy because of his wife, and the unbelieving wife is made holy because of her husband. Otherwise your children would be unclean, but as it is, they are holy. (1 Corinthians 7:14 [ESV])
